Board Information
The Finance Committee of the Cobourg Police Service Board is seeking three engaged and qualified citizens to serve as volunteer members. Citizen members provide independent insight, community perspective, and financial oversight support to ensure transparency, accountability, and responsible financial stewardship in the oversight of the Cobourg Police Service. This is an opportunity to contribute meaningfully to the financial governance of local policing.
Key Responsibilities:
• Participate in the review and analysis of financial reports, budgets, and forecasts related to the Cobourg Police Service.
• Contribute to the development of budget recommendations and long-term financial planning strategies.
• Provide input on financial policies, risk management, and the effective use of public funds.
• Attend regular committee meetings and actively engage in discussions.
• Collaborate with Board members, staff, and Service representatives to uphold principles of transparency, fiscal responsibility, and public accountability.
• Represent a community voice with a focus on effective and efficient use of police resources.
• Must be a resident of the Town of Cobourg.
• Must be eligible to serve on a police service board, as outlined in the Community Safety and Policing Act, 2019, sections 42(5) and 33.
• Demonstrated interest or experience in areas such as finance, budgeting, accounting, public administration, or governance.
• Ability to commit time, contribute meaningfully to committee work, and attend scheduled meetings.

Delegation Section 42 (5)
An individual is not eligible to be an additional member of a committee if he or she would not be eligible to be a member of the police service board.
Appointment of Police Service Board Members Section 33
(1) In appointing or reappointing a member of a police service board, the appointing person or body shall consider,
(a) the need to ensure that the police service board is representative of the area it serves, having regard for the diversity of the population in the area;
(b) the need for the police service board to have members with the prescribed competencies, if any; and

Police record check
(2) The appointing person or body must consider the results of a potential appointee’s police record check that was prepared within the past 12 months before appointing him or her as a member of a police service board. 2019, c. 1, Sched. 1, s. 33 (2).
Other ineligible persons
(4) The following persons are not eligible to be members of a police service board:
1. A judge or justice of the peace.
2. A member of a police service, a special constable or a First Nation Officer.
3. Any person who practises criminal law as a defence counsel or as a prosecutor.
4. A director, officer or employee of a prescribed policing provider.

Former members of a police service
(5) A former member of a police service is not eligible to be a member of a police service board unless,
(a) the police service board does not maintain a police service that the person was a member of; and
(b) at least one year has passed since the person ceased to be a member of any police service. 2019, c. 1, Sched. 1, s. 33 (5).
